Not a master myself but it's not very helpful in terms of development compared to other moves. Aside from Knights and pawns every other piece is locked away. Moving Knight to the Rook Columns for example blocks the pawn and makes it harder to get your rook out. It also prevents your Bishop from moving to that space if you need to later. You're better off in normal circumstances to move out your pawns and try to take control of the board as at least you open up your options while doing so, moving your Knight doesn't do that so unless you have something in mind, it's not for beginners.
What Anne played is not that weird, just a less "safe"/normal opener. It's like King's Gambit in a sense, but more risky.
