Makoto is a bit of naive+airhead at times so it make sense she's following Akatsuki, the supposed expert at this, to full monke.
Or she might not know how to read the language of those hints.

Anzu on the other hand has precedent of knowledge on...exotic language that she just 'studied for a bit' (so probably wasn't the only one she did)
