Raoul is currently using her as a convenient tool for his purposes, not forgiven her, even has shown intent to torment her going forward, its his "servants" that are looking into her past.So she's both "finished her punishment" (at which case her redemption should have no issues), detached from the current plot (which means she has not done any crimes since her punishment), but also a lot of people still hold the strong opinions on her as the person who does bad things (that she hasn't done since punishment), who has not gotten any punishment (that she has, and apparently already finished with)
