Honestly, I feel like all their heads are empty. Just knowing what he has already done, the fact he came back from the dead, they should have known this was a no win scenario. But dummies gotta be dummies I guess.
To be fair they don't know what exactly Raul did and how broken he is in every imaginable way...and more.
Then again they aren't bright and hoping each ends in a karmic way.

What has he actually done though. Instead of just saying hey wow he's so OP, let's talk about what they actually know about him.

They know he's come back from the dead. They know it has to do with Black magic as well, that's why they researched it themselves. They realize it's possible for someone as superlatively talented as him, but at the same time, it also means they think they understand it. If a lay person sees a scientist they may think they are a genius. But that person's peers or even students will know, hey they're just very experienced. Even we can get there some day.

Besides that, he's overthrown the princess, and taken revenge (killed) a large number of people, most of them non-mages. Their methods may differ, but it's not something they couldn't have done themselves. The most outrageous things, going to hell, beating up a god, even creating a new realm, are things they don't know about yet. Importantly, it's not something they would ever suspect is possible, because they're convinced they understand what he can do with Black magic.

Despite all that, they have still taken precautions. Trapping him in an illusion with his family wasn't even the original plan. So that means they had a contingency. And the illusion was relatively safe, he would simply die, they wouldn't have to fight, decreasing the number of things that could go wrong.

There's still holes in that plan, sure, like what if he really didn't care about his family anymore. But in context, it's not that bad. It's easy to say from here oh hey they're so stupid, because we know they are wrong, and we're confident in this manga's premise, that they're going to lose.
