Granted it could also be becouse he has been stuck as an undead for 100 years which has some funkey side effects as we learned when Arc got dipped into the dragons magic bath water and returend to being alive for a short while.

The elves are certainly not much of a threat. In fear of escalation, the elves would punish those among their own people who actually tried to do something about the Hiruku theocracy kidnapping elves. All of this time the pope of death has been able to do whatever he wants in perfect peace because the other countries of the continent simply accepted all the crimes and incursions without doing anything to try to put a stop to it.
