I took it as "putting effort into your appearance will make you feel better about yourself." For two reasons

Ultimately they only did what Riko was okay with and the final comment from Narumi was about Riko feeling more confident.

Pair that with my own experience of going to my barber leaves me feeling much more positive overall even when I'm feeling down when I go in and I get the message that I did.

This didnt feel so much like a cliche "looks are what matters" because the guy was talking to Riko last chapter anyway. This chapter just gave Riko some self confidence and it happened to come from a makeover.
