Keekihime's case been analysed by Legal Mindset and from what I remember, the problem is she's not a resident. By Japan's law, he cannot be a stalker unless he follows her to her house, or something along the line that involves a house... which is non-existing since she doesn't live there so it became a loophole. All she can do is reported it and if it happen again, then they can now move. (I know she reported it once many years ago, but it's practically impossible to dig the document back up so it's also non-existing)

This case though, he's clearly stalking her to her house; except, I think she just lacked the evident who the culprit was. And this is probably where the police wouldn't act unless there's sign the person is dangerous. He just leave her flowers and love letters so far, which is creepy, but physically harmless.

I joke with my "I CAN FIX HER!" comments, but I really do love how this is tackling getting yourself out of your own hole. Imo this was a huge thing to even THINK of asking her sister. She views herself as a F up and probably thinks her sister does too, EVEN THEN she was like "if it brings her comfort I will still ask". Starts with a family member and hopefully continues on. Really enjoying it overtime
