Short version: urban fighting is a nightmare, so we'll be setting defensive lines facing the places with the least cover available while we have garrison secondary units at yelling distance and the HQ at the rear just in case.
Funny they didn't set up anything on the bridges themselves to negate them or specifying fighting retreat routes, planning attrition and all. But if they expect armor, it's a bit more understandable.

I don't understand military planning that much, but enough to scream through the screen at the idiot who suggested an offensive through the bridges "Are you insane?!".

Oh, you're right about there is no obstacle, and when the idea of blowing up the bridge come up, it was cut by the idiot, and never addressed.

If later there's a stupid reason for letting that bridge up, the soldiers are not going to be happy to that.

Still, defending bridge in the city is still advantageous. Is like we know where they're coming. The river act like there's an invisible wall we can't cross but we can shoot. It is like predetermined killbox. All you have to do is shooting at the bridge even with the outdated weaponry it's still effective.
