I feel like the mangaka designed Almelia with special attention to her chest. I dunno if it's the clothes or just her size but they always appear rather prominent and busty.

Out of universe: the components of the outfit layer together to emphasize the tits. the components of the top arent really something unusual its just the artist actually seems to have an idea about how fabric works. the bottom half is more "custom"

In Universe: Serina is definitely emphasizing her Mistress/Wife's assets as much as shes allowed.
