Not sure if drunk is the word, but yeah oversteeped black tea is really good at making you stay up all night. It's way stronger than coffee. Kinda like Russian prison tea drink, "Chifir".

The word used was 酔う which means getting drunk (on alcohol) and, more figuratively, getting excited/emboldened by something. Maybe using 'drunk' wasn't the perfect choice but it does also carry that figurative meaning in English.
