When he get tested much later, he has mednoble level mana.
(note that he isn't taught Myne's special compression or anything, he just grew up normally with the hidden tau fruit usage only)

And it's hard to define 'normal blue priest' since you can have even archnoble as blue priest
Christine for one, was sent to the temple due to her being a concubine's child and the main wife refused to recognize her.
And of course there's Ferdinand.

As for Myne...let's just say her being able to enter Ferdinand's hidden room made her quite the exceptional individual already...(you can probably count the people who can enter there within Ehrenfest with one hand at this point in time)

Kinda surprised Delia is that fast to think of Dirk as her brother. Not sure if Myne did it intentionally or not. Also how is the name Dirk and Delia similar lol

Maybe we will have three childhood friends if Dirk can go out with Kamil and Renate. I want to see older Renate, she seems like she will be a beauty.

It’s interesting how milk will help with the Devouring? And with how immense Dirk’s power is and how the temple needs more power, shouldn’t it be a good thing? They don’t need to be dependent to Myne and can just don’t tell anyone that there is someone other than Myne that will give a mana?
Others already explained but to add more, Delia has always been highly impressionable and competitive. Therefore it was easy for Myne to get her thinking such. I mean you are talking about a kid whose life goal is to become a concubine of that high priest. Because of her jealousy and competitiveness with the high priest retainers

Impossible

The mana of a baby depends on the mother, myne's mana level by end of the series is same if not above current royalty. Dirk with mednoble mana is way way too low. Of course it isn't completely impossible to have lower level mana, like the high priest who was from arch duke family but was born with much lower mana (not clear about his mana level)

But it is confirmed that Dirk is a natural with devouring based on how his test goes

Not to mention Myne would not be zapped by him when touching as it only happens when your mana is incompatible


That said, Myne does time travel in one of the spinoffs

I wonder if Veronica would be able to enter, mana-wise? (if she ever was allowed to get out of the Ivory Tower, which of course is never happening).
And it's not "probably count with one hand". It is a certainty. At most 3 people can enter that room mana-wise. Most likely only 2.

I'm still not sure why adoption is such an issue with how obvious the lack of magic power is. Even with the amount Myne is providing, they're slowly losing ground on total magic power right?

Because it takes a lot of money to raise a kid with mana, as Ferdinand said to Myne.

Also, depending on what status you raise him with (true noble or mere servant), it could bring issues with who would be the heir of the house if you bring in a kid that happens to end up with more mana than your biological child.
It could also create conflicts between houses, as nobles use marriage for political reasons, tying houses together (just like we did in medieval europe). If you get the kid with a lot of mana to be adopted by one of your wives, it could bring conflict with the other wives, their own kids, and their entire houses. (worldbuilding spoiler on how noble families work, explained in part 3)

Anyway, a lot of potential issues, that could be considered by a head of house as too much of a bother for just getting more mana.

Aside from what Daedalron already mentioned, there is an alternative to adoption with less complication like enslavement. Because why not? it’s a fantasy feudalism.

Though that alternative doesn't really exist here (which is why Ferdinand framed this as being a hard case). He knows enough not to propose that solution to Myne.

ethical reasons aside, the cost in keeping a devouring slave alive are not much different from adoption.

Still though, if that's all true, then it's politics being more important than the big picture survival of the kingdom.

If a child is brought in before their baptism, it is almostt impossible to know as underage children are not recorded until their baptism.

Also, some people would gladly prefer someone like Dirk. For example, philine who is head of the family and needs someone to marry in but won't try to take over the household. Or Myne's guard knight from a given who needs a marriage partner who won't try to aim for the geibe

Both are rare exceptions but happen

Noble children aren't announced to the public but within their households and those that they know it's practically known about their children within their households even with multiple wives. prime example being Myne. in the short stories collection 1 we get a bunch of stories one being from Hartmuts POV about before and during Rozemynes baptism Hartmut (while yes a scholar) is keenly aware of who the kids or possible kids in the other households are and imediatly suspects that she's not Elviras. while yes it's not outright stated everyone within the family (and maybe even those who are close to them but aren't family (like Elvira and Ottilie) will know some parts of it but won't say anything outright because without concrete proof that's practically a death sentance.
