How does Comment-Forums works?

@bastek66 IIRC, We have 2 different views for posts/comments.
The main/form view has 20 posts per page. These are sorted with oldest at the top of page 1, and newest at the bottom of the last page.
We also have a comment view. In this view we have only 1 page, with the newest comments/posts at the top and a link to the form view at the bottom which appears once 20 post have been made.
The comment view has an (optional?) limit (set on the server side) to show only the N newest comments. Currently:
Title/series comments view has a 20 post limit, same as the form view.
Chapter comments view has no limit(or one greater than 300). All posts/comments are shown.
Despite the fact that all chapter comments are currently visible, the link to the form view still appears on the chapter comments page after 20 posts.
Meaning either:
1) Chapter comments view is supposed to be limited to 20 post per page like everything else (I believe it used to be this way).
2) Form view link shouldn't appear for chapter comments.
At least from what I can tell. If you make any observations which contradict this, please give a link to it as an example
