I noticed your post in the announcement thread, so just to be clear: feed posts, title and chapter comments are not intended as a pay wall feature. They're currently in beta and currently only open for supporters and a group of people with specific roles (e.g. contributors) for the sole purpose of testing these features. These features are fully intended to be open for regular users once the MangaDex team feels the features are stable enough.
As far as the thread question goes; everyone should be able to create chapter discussion threads, so this situation was unintended. This is an issue that is known by the dev team and they're currently working on a fix.
Currently only people who have the perms to create chapter comments can create chapter discussion threads, so if people with a special role are uploading chapters, it would be nice if they also create the chapter discussion thread while they're at it.
Oh I see, so it was just implemented even more poorly then I assumed. In either case, I cannot help but think it as intentional for new forum threads to be disabled. It was a shock realizing how important they are to me; without them I just really don't bother to read the manga, it's only half the fun.
It must be what the staff thought is the last straw to gain paying supporters. Forceful, but what can you do if the alternative is going under? Now every new chapter requires at least a single supporter to exist to get a discussion thread. Of course not every supporter will automatically want to comment, so nothing is assured even if five supporters read a chapter. I foresee chapter commenting in general being reduced greatly! How much? 90%?
On the bright side, maybe that's good for me. Just look at my comments count! I was already trying to post less comments (with varying success). This new feature will help more than anything I could have imagined on my own, short of the forums being disabled entirely, like they were at one point.

*Well, they just disabled comments completely on new chapters. So I guess, fuck the poor? They can't participate in global culture unless they pay, which is pretty much exactly why I was on this site in the first place. Reading the manga is only half of it, talking about it is the other half. Mangadex has effectively destroyed the community with this one line of corpo speak:
"Only supporters can comment.
Become a supporter to gain early access, too!"
^This is a paywall that inhibits most people from fully interacting with freely uploaded content that people took a long time to create. I hope this is a goddamn massive oversight, but holy fuck it does not look like it.
