The manga doesn't cover it, but Violet intentionally didn't use the royal seal because it brings too much attention. She wanted adventurer title so she can secretly investigate stuff like this without outlining her affiliation.
If she showed her royal seal, things would have gotten a lot more complex.
The human united kingdom was formed centuries ago when humans were driven to near extinction by non-human races. (As collateral damage). As such, the kingdom is officially very racist against non-humans. (Doesn't mean people themselves are, but non-humans have no rights)
So much so that even royalty can get imprisoned for associating with non-humans if found out
The people here have been exposed to dragon blood, thus have evolved to be partly non-human. The disease is their dragon blood awakening and their bodies are too weak to sustain it, thus failing to evolve.
The city lord doesn't want to contact the church because while the church is fine with non-humans (they are under holy empire). If it leaks they are non-human, everyone in the city can get executed.
So imagine if Violet used the royal seal? They would assume she is an inspector and be hostile to her, even if not publicly, they would do anything to cover it up. Even killing all the sick people to save the majority
