He can't be 王弟 (Prince's brother) if he's also the King's brother. He would be an uncle if that's the case.

Unfortunately, I don’t have any explanation for why it was written that way. There are instances I don’t understand stuff in the raws. There are also slangs and inside joke I don’t understand. That’s why sometimes, I need to use my own judgement to decide how to translate when there’s a contradiction.

I believe that there are more I missed (and there are more in the next chapters).
After weighing that one bubble with the past translation (and other contexts) I decide to go with prince’s brother.

Secondly, look at the king’s face and that guy’s face. It’s highly unlikely that they’re sibling. Even if we consider him having baby face, him, going after Irene is quite weird.
This is a weak observation but when combined with the other points, its a valid observation

He is referred to as high highness. Normally it’s only for prince and princesses. King brother would most likely be a duke and normally not called ‘your highness’.
This is also weak observation but, again, with the two above, it makes sense
That is why I’m going with Prince’s brother not King’s brother.
I’m not saying that I’m 100% correct since as I said, I’m not native nor a pro. I’ll keep in mind that there’s a discrepancy. If the future chapter continues to proves me wrong then I’ll make a notice regarding the changes, but, so far him, being the prince’s younger brother is the most sensible thing to go with for me.
If you have any more reasons why he should be the King’s brother then don’t hesitate to show me. After all, I would want to make sure translation is correct asap.
@Lafarin thanks for the argument, but here's my explanation mixed with a bit of spoiler from WN:
1.
Unlike Chinese language, the 王 in Japanese usually means King unless it's an empire which then the title change into 皇帝 (こうてい) for Emperor. A king of a country is referred to as 国王 (Country's King) That's why a prince is 王子(おうじ) or sometimes 皇子(also read as おうじ) cuz it literally means King's son. If we want to add Crown Prince, it's 皇太子 and we can see that the kanji for 子is still there. Heck, the Queen was referred to as 王妃(おうひ), so are you gonna call her Prince's consort?
So 王弟 in this manga context does mean the King's brother. Also, why should he be called Prince's brother if he's the son of the king too? Should call him 2nd Prince or <insert name> Prince.

Ever heard of half-brother? (Though they're not clarified if it's true, iirc). Ever heard of stress aging people's appearance? (Irene's admirers has been plaguing the King). They might even be born with very big age difference. And the long beard doesn't help. (edit: I checked with WN, Luluria said King is about 40s, while His Royal Highness age is unknown. But definitely older
I assume you didn't read the WN novel so this is spoiler but the King's brother is a powerful mage, though he's at least still around mid 20s-30 yo. But he's definitely is older than the Crown Prince (who is the King's son) in chapter 1, so being the Prince's younger brother is impossible cuz the detained Prince is definitely around Luluria's age.
Plus, it's a fantasy with an obscure timeline which still uses carriage as a mode of transportation. Heck, Lionel is 24, and he just decided he wants to make Luluria's his bride. So we cannot judge them with our modern mindset because for them, it's not weird.
3.
He was being referred fully as 王弟殿下 which google easily translates as His Royal Highness. I know, I'm cheating by using google as a reason but I do have some basic in Japanese and read manga raw to get myself spoiled.
iirc from the WN, it was never mentioned why he's still called as such, but it's likely cuz the title of King's Younger Brother holds more power for his job as Foreign Affairs Minister than being called a Duke or Archduke in another country. This is just my meagre understanding but
the description for his 1st appearance is 社交界の貴公子. I'm stretching it, I know. But Duke in Japanese is 公爵
Also, with the King's own and again iirc only son getting himself kicked from the throne, His Royal Highness is next in line for King. Unless, of course, if another prince popped out which we'll never see from what I read of the WN.

I just take a look at the WN and that does explains it. I assumed he’s a prince because he’s being called his royal highness but yes, now that I think about it, if he doesn’t receive any title, King’s brother would still be a prince.
Iirc It wasn’t that clear in the manga (until they drop that Kyoudai) but it yes, it was clearer in the WN especially
when irene called him uncle and the premise that he’s a great mage(?)
The manga hasn’t caught up to that scene yet so luckily it hasn’t caught much confusion. I’ll see how I should make this changes and try to fix them soon.
