The mangaka definitely knows his Catholic lore. The archbishop belongs to the Order of St. Maurice and St. Lazarus, better known as the Lazarists. You can see that from the unique design of the cross in his office (the Cross of St. Lazarus). This Order was a second order of Crusader hospitaller knights founded in Jerusalem (after the more famous Knights Hospitallers) and was originally in charge of leprosariums. So this manga imagines the Lazarists as a continuing military order still active as the Church's defensive intelligence agency.
