maybe it's a cultural difference between us but here we can safely assume this fictionnal country is based on a east asian country where firearms are prohibited or extremely badly seen, where only someone with very bad intention would own one (illegaly obviously)
It definitely is a cultural difference. Many Americans, including me, view the right to firearms as a God given right - irrespective of your location in the world. Of course one should follow local laws..... but in this case why wouldn't you want to be armed while living the violent, lawless slums with a government that is on the verge of openly oppressing you? A real word example that is somewhat similar would be the rebels in Myanmar using 3D printed guns to fight their oppressive government.

it's not about laws, it's about culture and thuse how people think, when you want to assume someone's actions, you need to take the local culture into account;
here, in this context, the government isn't being oppressive, what they did is, putting them aside society and telling them: now it's your problem, deal with your own shit and leave us alone

But the refugee culture and the local culture is not the same. They also cannot assimilate because they are segregated away from the rest of the country. It is shown that the refugees and the rest of the country essentially live in two separate worlds, with almost no interaction or information exchange.

that's the point, there is no point into arming themselves against a threat that doesn't exist, the only reason for those ak's to exist is to be used for the church agenda

An external threat doesn't exist now.

The internal threats of violence are already reason enough to be armed; the moment they start striking and protesting en masse is when the government and various organizations may become a threat. Strikers have been killed before, and there are plenty of paramilitary organizations both governments and enterprise can use to keep their hands clean and their labor complicit. You go to war with the army you have, not the army you want. Even if their goal is 100 percent peaceful protest, if something happens they need to be prepared and armed lest they be caught with their proverbial pants around their ankles.

I think it goes with both sides aren't actually trying to help anyone. The Church seems to want to raise the refugees and get them to the table as that will now bring them more power as the ones who helped. Babylon is trying to keep the refugees satisfied by being the miserable bottom tier and removing dissent and calling it helping. Benika is an uninformed idiot who is happily doing things behind the backs of those who care and letting others make waves that can ruin her life. Rose is the best assassin but realizes that she won't kill the Priest because religion helps to many like her who are lost in what the world is forcing. The Father just needs to admit to his daughter he knows she is with a girl and he still loves her.

I'm guessing it will be Rose + Benika + Dad vs Babylon and Church, with a possible side of the trio + Hibai and Sanguinaria (which, come on, her name is literally Bloodsong?) Am interested to see how it plays out though. This has been a fun ride, though a little bit frustrating at times as well.

And just like that any and all consistency and logic the series had had disappeared. Is this the axe? Because at this point we're just dealing with nonsense leaders with no consistent beliefs fighting each other while apparently having the same goal in mind, and now we add "gay is sin" to the pot, so now we're to believe that this church is suddenly, like, a church that cares about such bullshit as opposed to their idiotic underground super secret agent plots? Did the author randomly stumble into the good shit before? Did the monkeys on typewriters ran out of luck and stopped typing Shakespeare two thirds of the way in? I can't believe I'm this angry, but if I am, that must mean that this manga was good like 2 hours ago, when I was reading something that resembled this but made some internal sense. Fucking hell. This is the first manga ever that made me want to go and take an angry piss.
