Of course one should follow local laws..... but in this case why wouldn't you want to be armed while living the violent, lawless slums with a government that is on the verge of openly oppressing you? A real word example that is somewhat similar would be the rebels in Myanmar using 3D printed guns to fight their oppressive government.maybe it's a cultural difference between us but here we can safely assume this fictionnal country is based on a east asian country where firearms are prohibited or extremely badly seen, where only someone with very bad intention would own one (illegaly obviously)

But the refugee culture and the local culture is not the same. They also cannot assimilate because they are segregated away from the rest of the country.
