He was deeply in love with Aoi from chapter 1. This isn’t a surprise romance, it was his dream come true but he didn’t wanna be too aggressive because he was worried she was forced into it.

Then to immediately second guess those feelings when a random girl he never met before comes onto him is ridiculous.

The fact that every romcom ever has this kind of annoying character must mean that it's popular, but for the life of me I cannot see how. Must be a cultural different.

It have something to do with how people who passively/barely interact with people want (conscious or not) to change, and that annoying chara is the trigger for that change. And adding to that, since Japan have differenct culture, it's kinda no brainer things like this became popular. I think it's the same as when a talkactive and rough guy attracted to a firm and proper woman, it just that these kind of people wouldn't read manga as much.
