To be fair, they are after 2 very different positions. One could be just in it for the time being until a larger country takes her in like he said. She also needs to prove her designs work, and can be built well enough and strong enough to last a while. Giving her the outer wall job is actually a big deal since it is the kingdoms 1st line of defense. Plus if she does well, her stay could be for many years, potentially forever. Also, there is a gender discrimination. Hiring her on the spot may shake his political standings with the other nobles. Some architects would definitely take great offence to it, making getting a new one if she does not work out, much harder if not impossible.
On the other hand, you have an "author". He has yet to write, so there is not really a method to test his work. However, that may not be needed necessarily. Writers, whether personally good or bad, back when knowledge was best kept on paper, were always useful. Scribes kept official records for centuries. And, if he does manage to make a big seller, it only adds more benefits the country. If he makes a piece of shit, who cares, just toss him out if you must. However, he has another use. He has personal experience traveling the world. That knowledge is valuable. He can describe locations, potential trade networks, aid in cartography, and help determine some cultural differences between groups. If he gets famous from his book, mire people will come to the kingdom to experience it/him in person. And all for the cost of some food, a bed, ink, and some paper.
Basically the girl is a high risk with already a guarenteed negative impact on the relationship with other architects and potentially a few nobles, for only a possible average to great return.
The guy is almost no risk/cost for a potentially massive benefit. Especially when it comes to solidifying your kingdom's position in the worlds history. People would remember it for centuries if this guy succeeded. And he comes with 90% of the task completed. All he has left to do is write it. And it likely would succeed because people would buy it if not only for the entertainment of learning of places they may never see in their lifetime.
