Yes. I've heard it's a somewhat popular exhibit in Tokyo.
It's supposed to be an artistic thing with mirrors. Because microscopic rocks and other debris on the soles of shoes can scratch the mirrors, shoes are banned. Also, they add warm water to wash away people's sweaty footprints, which also makes socks useless. The entrance is also designed to wash your feet to remove as much stink as possible, with varying levels of success.
Have to say, it's not as bad as Myanmar.

It's just one of the art installations at Teamlabs Planets; there's a room that's filled almost knee-deep with water, and has projectors in the ceiling that project fish and whatnot onto the water's surface that swim around and will try to avoid you if you move towards them. The walls of the room are mirrors, so it appears to go on forever and it's hard to tell exactly where the edges of the room are in the semi darkness. There are several really cool installations there, definitely worth going to see if you're ever in Odaiba!
