Nagatoro is artificially long about them being romantic, what with them putting down unrelated conditions before they start dating as roadblocks, and misconceptions of outsiders trying to get in the way of their development.

This one though is purely due to their own social awkwardness making it difficult to confess their feelings directly to one another. Ooyama is too self-conscious of himself to be the first to, knowingly, confess his feelings to Akutsu out of fear of being rejected and looked at the wrong way, and Akutsu is such an awkward emotional wreck that she seizes up when she tries make an attempt to get romantically closer to Ooyama.
