Disagree. Ibuki hasn't made any direct effort nor shown HIM any real confirmation of wanting to progress the relationship. He saw that his friend in middle school had a bad time because of love. His friend also broke off their friendship due to resentment he felt from the emotions caused by love. Why would he want to go through that again or put someone else through it if he's uncertain about the prospects.This is dumber than Tomozaki's excuse for not making a decision. EVERY choice runs the risk of hurting someone. And, as Rush taught us, even if you choose not to decide, you still have made a choice.

SO TRUE! It kinda irked me that ibuki, who apparently is in love with tomo, not even once called him cool to his face, which is like the thing he wants to be! Like she said "ill make you fall in love with me" but she hasnt actually done anything to that end since then? The one compliment she gave was while she was delirious from fever!
