Disagree. Ibuki hasn't made any direct effort nor shown HIM any real confirmation of wanting to progress the relationship. He saw that his friend in middle school had a bad time because of love. His friend also broke off their friendship due to resentment he felt from the emotions caused by love. Why would he want to go through that again or put someone else through it if he's uncertain about the prospects.

SO TRUE! It kinda irked me that ibuki, who apparently is in love with tomo, not even once called him cool to his face, which is like the thing he wants to be! Like she said "ill make you fall in love with me" but she hasnt actually done anything to that end since then? The one compliment she gave was while she was delirious from fever! Im not exactly an expert in romance but i figure complimenting the person you love should be the bare minimum.
Im guessing that the new girl has resolved to educate tomo about love and wants to get ibuki and him together probably, which would be nice.
Im also think that its implied that ibuki is getting jealous, which would be a bit hypocritical but not out of character.
