fwiw medieval Europeans did use hops to flavor beer, mostly starting in the 1200s but as early as 1079

and pre-hops beer was flavored with other herbs

They also replaced water with alcohol for re-hydration.
Pure alcohol is just a poison. If it isn't diluted with water you would die from alcohol poisoning. But on the other hand it also makes a great antiseptic. Most water sources were highly polluted and drinking plain water was a good way to get sick. This is why the general public usually drank water with at least some alcohol in it to kill off the bacteria. Ppl would not substituent water with alcohol but mix them.

Either the author made some mistakes or the translations aren't perfect.

...Okay, because it's specifying "medieval," it's definitely referring Europe.

Hops become a known ingredient in brewing beers/ales in the 9th century. By the 13th century most of Europe was growing hops and doing so specifically for brewing and using it in alcohol production was common and regular.

So, no, they did use hops to make alcohol.
