She can't measure MC's skill level. But she can see the results of his work, and as a fellow craftsperson, she knows just how extraordinary they are.

You clearly haven't been reading enough harem comedies. While the likes of Rance or Dark Shneider sometimes have harems, they are much more likely to just fall on some ordinary guy who can't possibly handle having a harem.

Repairing castle walls with realistic methods is very expensive. Something like 100 people-years worth of work is very much possible.
In which case, she is making about 100 times as much as an ordinary worker. That seems about right for a fantasy mage working for the government. She probably could earn more money if she worked in commerce or was corrupt, just like in real life, but people like her rarely work for money.
