That made-up story is soo dumb.
First, he could just say that he was peeking, or trying to peek, on these girls changing. While definitively wrong, it's not exactly crime and it's kinda in line with his character.
Second, the dropped id card of kidnapped girl + only his tracks = it was him who dropped the id and the question how he got that id makes him all more suspicious. There goes the 'Misleading the investigation'.
