No one is saying literally can or can't, but should or should not. What your position boils down to is "it's perfectly fine to say 'go away, I dislike your opinion because it's negative'", mine is that while yea, the rules allow it, you shouldn't because it's pointless and
not what the comments are for. You're encouraging people to shut up those whom they disagree with by A) Using petty insults, B) Claiming I'm harming people or something to that effect, and C) Encouraging pointless arguments and D) Painting me as somehow in the wrong or that I shouldn't be speaking by saying I'm "Risk offending people by expressing my opinion." and that me saying something negative to no one is the same as going up to someone and saying something negative by likening it to "throwing fire".
No, I'm annoyed, not offended, that he's saying something stupid and substanceless. No one needs to be told that, and is repeatedly used to start arguments or dismiss negative opinions. Its only purpose is to tell people "I don't want you here but I'm not going to overtly say it".

No, because that comment is directed at me. Can you not read? @'ing and saying something to their face is not the same thing as putting an opinion out someone might disagree with. If he didn't @ me and didn't direct his comment at me I wouldn't care. If you actually think stating an opinion that someone may disagree with or get offended by is the same thing as going up to and directing such a comment at someone, speaking to you is more pointless than that stupid phrase is. Are you intentionally being this dense and dishonest or do you actually believe this "Risk offending people by expressing my opinion" and that I should censor myself because my opinion may not match with theirs bullshit? To take your bullshit fire analogy, if I'm at a basketball court and take a shot that hits someone, regardless of whether it's my fault or their fault, they're not entitled to throw the basketball at my face because I unintentionally hurt them.

The purpose of the comment section is to express opinions about the chapter. The purpose is not to tell people "go away I dislike your opinion". So yea, it is productive in the sense that I used the comment section for its intended purpose and neither he nor you did by starting an unrelated argument.
