the story for this chapter is adequate, but it unfortunately places 'road safety' responsibility on the people not in motor vehicles. the scene accepts that it is normal that there drivers will not pay attention, in a school zone, while it's raining.

That's a pretty big reach.

For one we didn't see any school zone signs, and it'd be perfectly reasonable for the area where you could see a bunch of kids walking to a school to extend beyond the actual school zone.

For two there was only one ghost, it wasn't wearing boots, and it showed up at multiple crosswalks. So the ghost could have died a while ago after being hit at a completely different crosswalk in completely different weather conditions.

Also it's totally possible to acknowledge that drivers are responsible for not hitting pedestrians while also acknowledging that car accidents still happen all the time, that a car doesn't have to be going that fast to body a little kid, and that paying attention to where you're going can help keep you safe.

Man, one of the only times a ghost actually trying to help a kid out but they don't listen and tragedy still strikes...

I think the first nice/helpful ghost was in ch 13.
It warned Chie-sensei not to get off the train.
I looked back, isn't that Kaya-chan saying that? It's written in her ominous black speech bubble while starting with "You must not" which Kaya chan loves to say whenever she's tryna prevent a paranormal occurrence. It would also make no sense why Kaya chan wouldn't warn her. Also, Mob says "good thing Kaya was with you" implying that Kaya was the reason she was safe from what he called a "spirit station".
Technically the ghost in chapter 8 tried to help, but Kaya didn't know it at the time
Also chapter 8's ghost was corrupted, since the author has made the clear distinction that normal looking spirits are fine while scary looking ones have been corrupted. As far as we can tell, this chapter's ghost hasn't been corrupted and thus Kaya chan didn't exterminate it on sight like she usually does.

I went back to check (ch 13 page 16, I dont know how to add the page/image here).
Chie-sensei was holding Kaya's hand but the black voice came from behind her at head-level, not from her down-left (where Kaya is).

And for the black speech bubble, I always take it as the way a paranormal occurrence tries to talk to humans. I could be wrong, but I dont remember Kaya using black speech bubbles when talking to someone else.

As for what Mob says, I think he meant as a general spirit world is dangerouse, its better to have an expert with you. And Kaya did help her to not panic (too much) in the train car when she first saw all the spirits. So in that sense, Kaya did help her in general.
