Kenta made his first Kyoto appearance on ch. 150-151 which was two Octobers ago on the series timeline and he said he was started being an apprentice cook then, so he started probably late summer two years ago (August/September perhaps).

Right now it’s late spring in the story because the apprentices that made an appearance a couple chapters back would have had their school graduation before coming which would have happen mid-spring there, so the timing lines up if they say in about 3 months he would have been here for two years.

In Japan, high school isn't mandatory. Many kids just go straight into the workforce after graduating middle school. Highschool and university tuition fees are also expensive that many don't have the ability to continue their education.
Unless Kiyo wanted to open her own restaurant, a cooking license is not necessary. And although Kiyo can cook, her cooking is still on the level of home-cook. She doesn't have the experience and abilities of a real chef.
To be honest, among the trio, Kiyo is just so plain. She doesn't have any goal or plan for the future. She definitely doesn't have the drive to become a chef. And continuing her education would just burden her grandmother financially. At this point, she might just continue being a cook at the Manor or become a housewife which many Japanese women chose.
