I think it heavily depends on if the person in question accepts the genderbend, consciously or subconsciously. Like Jun in Danshi Kokoseidakedo Gyaru ni TS Shimashita is clearly accepting of their new gender subconsciously, and though she outwardly struggles with herself over it, she's slowly admitting it to herself more and more. On the other hand, Ryuji in Yankee Akuyaku Reijou - Tensei Tenka Yuiga Dokuson got genderbent during an isekai, and though they don't seem actively opposed to having a woman's body, they're still very clearly a man in heart and mind. So, Jun's budding relationship with Nao is what I'd consider yuri, but if Ryuji were the type to even get into a relationship, it'd be BL in spirit if it were with a guy, and straight in spirit if it were with a girl.BL (boys love), iirc, is a pretty widespread/established term. Depends on the culture and whether gender is considered linked to or separate from biology. In the case of this story begin written by a Japanese mangaka and taking place in Japan, I would guess that no, it doesn't count as BL/yaoi/etc., at least as things currently stand.
