That isn't a case for Russian translations xD A lot Russian translators taking money to open a month earlier. That is understandable BUT thing is that it is same amount for 1 part as for full chapter of any other manga.
So basically for 2-4 translated chapters they're asking same as 2-4 full chapters for other mangas xD Not everyone ofc but a lot going with way xD

I mean technically under mangadex policy it's allowed.

"Chapters that have been split up by the scanlators for any other reason may be recombined into singular whole chapters."

Meaning that this chapter alone isn't a problem but I'm not an admin and I don't think this is worth arguing about haha.

technically yes it's a sequel, but basically the old one is chapter/arc 1 & 2, this new one is the next chapter/arc 3 it's still from the same source material/book

This is a sequel. If you check the related section the prequel is there. Not sure why it was split, but the artist changed also.
