I don't see how he's being reasonable, or did the right call. The first time Hebikawa went with Kusunoki it ended in tears, Hebikawa shown no sign of remorse or will to change who she is, so at any point she can decide to do something bad to Kusunoki again, that's why he wanted Hebikawa to stay away from her in the first place.

And now, the only think that has changed is that Hebikawa may be involved in compensated dating. In which case it's absolutely godawful idea to push Kusunoki to be friends with her. If he wants to become hero and save the snake, risking getting bitten by her in the process, he can do it on his own and not involve Kusunoki.

Okay, I'm not great at character analysis, but I think I'm getting a read on the snake girl. It seems like the core problem for her is that she is insecure about her character. She knows she's a bad person, so she doesn't bother to become a better person, preferring to lean into her bad traits to her advantage. She also is bitter about people who are better than her, and this might result in jealousy that causes her to act out against such pure, honest people, because she can never be like them.
