Probably because they are Realistic Hologram type of stuff.

Considering this underground facility is supposed to be a shelter for the people because of increasing monster activity on the surface.
My guess is that, the real purpose of those Realistic Hologram monsters is actually Defending the Shelter Area from intruders.

But since that area is still under development, they are probably using it as a training and testing center.
