Feels like its own pocket dimension, might be the gods prison for the sin dragon that got additional residents by mistake or the spirits pulling residents from doomed worlds.

So the dragon said that Lotus was also one of those chosen by the gods. My theory is that since the dragon died and Cardinal was a still a baby, he was given orders in place of the dragon to wipe out the Beastmen/Elf populations to make room for humanity.

He probably refused and Lilac, as the Arbitrator and natural counter to the dragon (also revealed in chapter), had to take on the dual roll of protecting the Beastmen/Elves since Freya disappeared, and killing Lotus for defying the gods.
