Depending on jurisdiction, animal abusers may not face jail time whatsoever, merely fines. Japan is notoriously weak on that front. Worst he can get is one year, and even with a case as open and shut as this one, he realistically still wouldn't get jail time. Of course this is a manga, and who knows? Perhaps the author will actually throw the book at him. (Though even IN prison, a lot of cons don't particularly care about such offenses.)
On the flipside, the reason why she worded her threat that way ("You can show off your little tricks at the police station") is because in order to obtain a confession, Japanese police are ALSO notorious for using... well, let's borrow CIA terminology here, "enhanced interrogation techniques" on suspects. Not getting outright physical (usually) but he definitely won't be having a good time in there, and he could spend a lot of time in that police station if he doesn't confess. Bad for human rights, good in this case. So... silver lining?
