That is a pretty big plot hole, especially since they pointed it out on a map saying that Kou controls everything past that earlier boss gate and encircling the peak. You would just need to spawn camp and the rebels would be wiped out pretty quick.

Although that could have just been a lie that keeps being perpetuated to keep people in line and Kou's influence only really extends between the gate and the city.

How exactly does Kou stop people climbing the mountain again? He lets citizens leave the city to collect new slaves, so anyone who wants to climb the mountain can just do it then like Tetsuzou. Sure there are powerful endermen at the top of the mountain but even if there were no city that problem would still exist.
Does Kou have people guarding and controlling the entire perimeter of the mountain ?
Surely it would be easier for this secret anti-kou gang to just leave the city pretending to collect slaves or sneak out the city at night then climb the mountain than to kill kou?

Because they don’t know where they will spawn, and the dogs can only sniff people with the sausage markings embedded in them. Either way, keeping them alive would be the easiest way since he already has a team of doctors and the best tech.
