It's not border patrol that is picking this fight, it's Narnia and those specifically under him. Henri is still in control of the rest of the border patrol and didn't even endorse Narnia's current actions, but was informed too late of them. That being said, I wouldn't be surprised if Baal and Narnia have plans to make Henri also go missing and/or become possessed, much like they did with Behemolt and possibly the other missing 13 crown, Glasya, so that Narnia can have full control over the Demon border patrol. Most of Iruma's accomplishments have nothing to do with wicked phase. Yes Iruma relies on magic drawn from what's stored in the ring, but Iruma, as a human, doesn't really have magic power of his own. Sure you could argue he has some "power" from the fact that his blood has healing properties for plants, demons and creatures from the Demon Realm, but that's not really anything combat based.
