@analbreach not that there's no food allowed, but strict control and rationing is in place. This has been done in our world many times due to war or famine, from the Bronze Age all the way to Britain during WW2. So considering this country is at war and theres a massive food shortage it makes sense. All foodstuffs are basically property of the state and to be distributed as per the country's needs. Unfortunately in feudalistic societies like this, what tends to happen is that the nobles and soldiers get to eat while the commoners starve.
