If a city planning scheme like this one become "too successful" after a long period of growth and job availability became an issue, he could potentially try to transform it from a capitalist system to a sort of socialist utopia. The true goal for a demon lord is harvesting emotions from people, so if he had enough resources to essentially "farm" a large population of humans for happiness, then job scarcity might not be a critical issue.

When all production of life's essentials and even amenities are automated, you don't need a job, you just do whatever the fuck you wanna do. Build shit for fun, meet people, hang out, be part of your community, just find stuff to do that you enjoy without worrying about whether you can convince someone to pay you money for doing it. Money only comes into play if you want to travel somewhere or make use of something for which scarcity still applies.
