We already saw how he got the teacher to kill himself. It was in the Kinnugawa backstory chapter (since they are related). It's Chapter 30 if you want a refresher but he essentially found out the teacher was abusing students and creeping on highschool girls.
The time line of the two flashbacks are hard to reconcile.

This chapter makes it look like their first encounter where Okaya clocks Kinu as a cockroach and the gym teacher is still in the picture. But he strikes Kinu once and the guy is completely shaken and falls to his knees accepting a beatdown.

Whereas in chapter 30 Kinu's recollection they bump shoulder and that suppose to be the line to not cross and makes him about to throw fists. How does that make sense? Either he's traumatized by Okaya's slap during their first encounter from Okaya's flashback and defers whenever they see each other, or he ought to punch right away.

The way they behave made it seem THAT was their first encounter.

Author forgot? Or intentional continuity decision for future plot reveal?

dang so kiri knew okaya was messed up even from that young?

I wonder how he got the teacher to commit suicide tho , even with parents in the police force is his backing that strong?
He used the Geass obviously.

recently voted to have the world's most loose hinges, the catastrophically gay okaya has succeeded in alarming the masses with his quest to regain the accusatory yet comforting gaze of kiritaka. sources suggest we're in for a disaster of stellar proportions, but if i lost a baddie like that, who came from baddies like that, i might get a little weird about it too.

Porque no los dos? Technically the flashback is from Kinnugawa's perspective so he may just be remembering wrong or blocked out the part where Okaya bitch slapped him into submission. Alternatively this flashback is from Okaya's perspective so maybe HE'S the unreliable narrator in this case.

Both characters are unstable so you can't trust their perspectives. For what it's worth I find it hard to believe that Okaya would be able to overpower the ape that is Kinnugawa just by back handing him so I would be inclined to believe Kinnugawa's perspective more. Okaya may just be hyping himself up in his own mind.

But yeah, the more mundane answer is that the author just forgot the specific details and only remembered the general connection.
