It seems the axe ghost doesn't really have a way to detect other ghosts. In his intro chapter, he's just brute-forcing, as in axing the passengers one-by-one.

I think the whole swinging part is how Miko see it. We already know that everyone perceive ghosts differently and Miko specifically see almost every ghost as an abomination. In her case "norma-looking" ghosts is actually bad news (aside from her dad?). And we don't even know that Michiru "tentacles" posses her and are harmful. Maybe it's some kind of natural protection or just a reflection of her mental state.

Well so far, the Tentacles only protected Miko from dangerous ones, so probably Michiru's tentacles felt no harmful treath from the Axeman

The Tentacles got angered cuz Dad's horse friend tried to touch Miko's pudding, thats why it tried to attack Miko's dad
It only attack something that Dangerous (like the granny on hospital arc, or the huge boomer) meanwhile it attack the small ones for snack
