Last chapter I was sure Serena's reaction was Rosemary's imagination, but nope. And to think that someone in the house would obey the whimsical crybaby after their predecessor's fate. Ngl, author disappointed me a lil' there.

Rosemary constantly starting shit then completely shocked everytime serena calls her on it, it would be one thing if she was trying to bait serena into these situations but instead shes just truly surprised when she ends up in the mud, like she expects things to go her way and for serena to just sit there even tho serena has never just taken rosemary's shit quietly

Obviously not. She pretty much loses all things. The nobility to some extent and has to go through harsh retraining, pretty much becoming close to a nun. The marriage to the prince for obvious reasons. Though I don't want to get to heavy into it but she just gets worse and worse. The teenage years of hers is next level dumb. Like she really thinks she gets away with anything.

The key thing to keep in mind is the only person in the house that isn't taking Rosemary's side is Tigur. Mom is dumb as hell, and gave up on Serena at a young age. (Like someone that got a pet, but it doesn't act the way they want - so they just get another.) The staff are either terrified of Serena, under the employ of the Prince to focus on Rosemary, or keeping their heads down and hoping to not get dragged into anything and be whipped or worse.

As others have said, once the word leaks out into gossip it spreads and mutates. Especially since mom and staff lean towards Rosemary's side, this means little to no correction or defense offered.

Lastly, when it comes to rumors and gossip, folks love nasty shit. Nobody wants to hear "the Ducal daughter was actually merciful to that maid, if you ask me", but man they love "she proceeded to whip the maid in front of her sister saying 'I wish I had taken more time killing your dog, this is rather fun' then cackling madly!"

Regarding this dragging on, this is just them building heat towards the sister so we can feel extra satisfied when she finally gets that massive cathartic payback she's got coming. Also it seems longer due to chapter splitting.
The father backs her up as well (whenever he's around at least). Hopefully we'll get some serious vindication soon, the two princes situation is really fun.

Usually I feel like isekai is worse on average, because so many of them just handwave away any world building with SyStEm and gives a couple of panels of explanation of why MC is OP and deserves it. It’s lazy writing and then add on that the MC is a self insert without personality that somehow everyone ends up loving so it can be a harem.

There are actually two people at fault.

Don't bother with Rosemary. We always knew she's conniving but also dumb. Her schemes only succeed so far for two reasons. The support of her "mother" and the prince who want to take advantage of her.

The people at fault are actually both parents here.

The mother is braindead. She very obviously favors the adopted daughter despite all reason and not her biological daughter who actually behaves as a noble should. Mostly. Serena does take things too far at times and does not care about her image at all.

Then there is the father. He's absent nearly all the time and ends up letting the mother pulls stupid stunts one after the other. Which by extension allows Rosemary to pull stupid stunts because they are endorsed by the mother. He should have clearly asserted his authority and extended that to Serena. After all, Serena is the one who was against the engagement with the prince and escaped from the ball before Rosemary dragged the whole house into a crime of disrespect to the royal family. He knows that Serena is smart enough to play the political game to some extent. But he allows her to be humiliated repeatedly because he's too weak to revoke his wife's and adopted daughter's authority.

Rosemary and the servant did learn a lesson. Avoid having a specific servant pushed forward.
Do dirty tricks, but keep the servant who actually did it anonymous. And let Rosemary play the card of "plausible deniability".
Doesn't work perfectly, but no servant gets whipped.

I’m not saying don’t punish her or threaten her, but acting in such bad faith and then expecting it to have good results was a bit foolish. Docking her pay or firing her would have been good enough. But whipping the maid was in character it just shows how out of touch Serena is.

Edit:So a few of people read this comment, and quote it with the general statement of ”corporal punishment was normal in those days”. I know. I know that very well. My comment isn’t saying she shouldn’t have whipped her because whipping is bad. I was stating that her actually committing to the whipping shows how much Serena is playing at being a “duke’s daughter”, as that’s the stereotype. Make no mistake whipping was common. But those individuals did not garner good faith with their staff. Serena banked on fear as a motivator and misunderstood that fear only works if you have no options, Rosemary and her mother being there gives another option for the staff. Even all of this ignores the fact that word would still spread of her cruelty, corporal punishment was normal, but it’s very rare for the person being punished to say they deserved it and that it was good they were punished.(I made a second comment later but I thought I’ll just add an edit here.) You're thinking by modern standards.
In medieval times, such a punishment for insulting a noble in this way was commonplace. This was a deliberate, explicit and extreme insult. At least, this was as much as she and Rosemary thought they could get away with. There was nothing accidental or mild about it.
(Edit: as evidence, even the extremely naive and lenient mother couldn't argue against it.)
