To be completely fair whipping the maid was a bit excessive. I’m not saying don’t punish her or threaten her, but acting in such bad faith and then expecting it to have good results was a bit foolish. Docking her pay or firing her would have been good enough. But whipping the maid was in character it just shows how out of touch Serena is.
i wrote it in the other part already
at this time period it's a nice and fast way to kill yourself and your entire family. Commoners in the eye of nobles were literally like objects. If you even mess up the placement of the tableware you get the whip.

What also also doesnt help is the literally everyone in the house is on the fools side… (“mother” and step sisters)

Mc is gonna have to leave the house (possibly go to the prince estate?) to get away from these dumbos and rumors.
Well the father isn't. Just that he isn't home often. He probably trusts her more than his wife now lmao.

Idk y’all. If you act like a violent asshole it’s not surprising if people treat you like a violent asshole. Rosemary is a brat but Serena is literally a murderer so I’m like, yeah, people assessing her negatively aren’t even wrong about her character.

So rereading it again, if we're gonna assume that the workers/maids in their house are of average intelligence, then I think ultimately Serina isn't going far enough. They don't fear her enough and she's not a charming person that can be loved. So to them safety is currying favor with dumb and dumber, to the point that they won't even think about rejecting their orders. Mom doesn't have any maids that actually care about her, so no one will talk truth to her. So they'll pour as much muddy water into Serina's tea as they're ordered to. Apparently Marin's example wasn't enough, so she'll just have to do something more drastic next time.

It's really cracked that they know their coworker got whipped, but they still don't fear her enough to disobey the other two.

A villainess who bullies the weak.
I wonder how the Royal family would react to the "Future Wife" of the Prince being called weak.

I sure as hell can tell you that no Royal Family would accept a wife candidate who tarnishes the Royal Family name.

She should have just shoved the muddy tea cup down her throat and then said " so how does it taste"

Not sure how much they rotate the workers in that house. Well, the mother is too nice, so she probably gave them close to permanent employment. There are also periods of Rosemary not looking for trouble with Serena, so they would forget and life goes on.

For that weapon dealer, she is just working under order. If there's any problem as result, she trust the guild to handle the cover up.

The LN version doesn't even mention it's Serena who is sent to do the job. She only snitched to Rick, and next scene she's talking to Tigur about news of how a family was killed in "robbery".

Mc is gonna have to leave the house (possibly go to the prince estate?) to get away from these dumbos and rumors.
That would be difficult.

Right now, Evan and Serena's relationship is ambiguous. They're friends, and people assume her as a fiance candidate. But it's not formalized, so both of them can just walk out without any repercussion.
If it's a formal engagement, they would need to involve their father (the king and duke) to annul the engagement, and it would reflect badly on their family reputation.

Serena trying to live in the palace will bring her real enemy. The rumours about her being cruel to commoners is harmless in the noble society. But if other nobles assume she is trying to excessively approach Evan, they will see her as being ambitious and a political threat for them. She is not his fiance, and he's also smart enough to know his limits.

The key thing to keep in mind is the only person in the house that isn't taking Rosemary's side is Tigur. Mom is dumb as hell, and gave up on Serena at a young age. (Like someone that got a pet, but it doesn't act the way they want - so they just get another.) The staff are either terrified of Serena, under the employ of the Prince to focus on Rosemary, or keeping their heads down and hoping to not get dragged into anything and be whipped or worse.

As others have said, once the word leaks out into gossip it spreads and mutates. Especially since mom and staff lean towards Rosemary's side, this means little to no correction or defense offered.

Lastly, when it comes to rumors and gossip, folks love nasty shit. Nobody wants to hear "the Ducal daughter was actually merciful to that maid, if you ask me", but man they love "she proceeded to whip the maid in front of her sister saying 'I wish I had taken more time killing your dog, this is rather fun' then cackling madly!"

Regarding this dragging on, this is just them building heat towards the sister so we can feel extra satisfied when she finally gets that massive cathartic payback she's got coming. Also it seems longer due to chapter splitting.
On top of this, Prince Einrich is actually trying to establish lines of communication with Serena. From the buildup, I'd say this will lead to the condemnation and ruin of Violet when her "fiance" rebukes her in public for conduct unbecoming. Serena unwittingly has the support, or at least has caught the interest of both Princes. And although the older brother thinks his younger brother is a dumbass, at least it seems his head isn't stuffed with flowerbeds like Serena's mother, or Violet.

I haven't read the novel, but as things stand, I don't ssee a very fruitful outcome for Violet at all. And when her standing drops, mother will still be standing on the side with a question mark hovering over her head.

Sadly, I heard that such practice still happen in my country. Including jail time.

This is a much better brat correction manga than that other one. There's no romantic undertones. The brat actually always deserved the mud bath every time. I don't mind it even if we stay in this arc for a little longer.

Without the severe punishment, someone could just hurl insults on their way out. You can't dock the pay of someone who has quit. Also, it wasn't a matter of employee and employer, but of nobles. If Serena lets this go, other commoners will use this as precedent, and other nobles will blame her and her house for it as if it wasn't already an embarrassment enough. She had the responsibility of upholding the law, even if it meant the detriment to her standing among... maids, lol. The same maids who aren't already on her side. People she was ready to abandon a while ago.
