The LN version doesn't even mention it's Serena who is sent to do the job. She only snitched to Rick, and next scene she's talking to Tigur about news of how a family was killed in "robbery".

If it's a formal engagement, they would need to involve their father (the king and duke) to annul the engagement, and it would reflect badly on their family reputation.
Serena trying to live in the palace will bring her real enemy. The rumours about her being cruel to commoners is harmless in the noble society. But if other nobles assume she is trying to excessively approach Evan, they will see her as being ambitious and a political threat for them. She is not his fiance, and he's also smart enough to know his limits.
