@Robbini I mean the guilds sometimes run based on reliability too. Its been explained by other manga that the first few ranks test the mettle and spirit of the adventurer more than just the battle power. Adventurers are not merely mercenaries or hires swords after all. They generally do a wide range of work that merely requires a strong sword arm to perform. The classic gathering of herbs for instance is done by them due to the threat of monsters outside the cities. The request itself only requires herb gathering skills and hiking to where they are. Its just a bit dangerous depending on where they grow, which is why sometimes its actually an escort mission.

Anyway the point is that he needs to be evaluated to see if he can hack it as an adventurer even if he's strong.
