To be fair, the city guards and adventurers were basically helpless against the wyverns without those two. He's a little hot headed sure but I can't say he's unintelligent. His first plan was rock solid. Kill and replace the guard then get confirmation that the sword is Reve. I could say he's probably young though. He's smart enough to find out about the priest coming to do a job (recon is important) but his only mistake was not learning about the religion he's trying to impersonate. (He didn't think about as Archer would put it legends< aliases,backstory and group dynamic). Admittingly it's an important step but he could probably threaten or at least hypnotize the priest.To be honest, I wasn't expecting the villain in a series like this to do anything as remotely intelligent as send a body double to the frontlines to stand back and delay for time.
