There's a couple layers to it. There was some falling out between her and her sister (Arisa's mother), because of an accident that happened both her mother and father passed away. So she now lives with her step-mother and between that and how much she resembles her mother.. You get the idea.

The other part is that Takasegawa chose Arisa over her daughter, who she feels is a better match and deserves to be his wife far more than Arisa. Also because that means she won't be able to torment Arisa as she has any longer

It has been a while since I last read the WN so I forget all the details. I'm not fully confident I'm remembering the first half correctly but the second half I remember pretty well.

The mom does not consider her a daughter, pure and simple. There is potentially a degree of racism involved (remember, Arisa is only part Japanese, has largely European features. Even if the adoptive mom is, too, she's raised Japanese and might develop the habit of looking down on other part-Japanese) and generally, she is not a welcome addition to her household as the daughter of a disliked sister. They don't even celebrate her birthday in her 'adoptive household' and she has to cook for the family, as if she was more of a live-in maid. I would say that 'mom' is just not an apt description of the woman.

The Mother's behaviour is likely the result of her upbringing in childhood or by marriage implied by her expression when reacting to her husband's disagreement at that scale. There is potential that the mother want her adoptive daughter to be independent because being a foreigner in japan does have a struggle.
