Well, it seems like it has become their society's norm, so even if Tanya proves otherwise she is
still just a rare exception. They will need
much more to make it stick.
Just like there is a reason there are so many isekais about people who once worked in "black companies", that is that abused and overworked their employees. That is the norm in Japan, so finding a different work is so hard they would rather stay in there.

Joining my two old theories together, one would wonder how much of his actions were caused by Laplace apparently not caring for the norms and how much was just pure envy and hurt pride for how she surpassed him.
But somehow,
neither fits with that creepy smile of his at the end.
Makes it seem like it may
also have been because she rejected his advances, probably because she is into girls (or, assuming she may be bi, she also just noticed something creepy about him - but of course he would not accept it was
him that is the issue). And that could be the cause of him pushing this mindset on the population, making it so even women into other women, bi or not, would be forced to end up with men to have any chance in society.
