It seems like it's anyone can do that, or at least summoned people can.

If anything MC overhere can just take skills without killing folks making it the best version of that. If he wasn't abandoned he would either be the "leader" or their tumph card when needed.

Forgot to mention that only killing humans or humanoids will give you a skill

Seemed like the Fire guy was still alive, until Onizuka specifically killed him with his Fire skill, and the other two morons also seemed to reach out to the other bandits after that. So the summoned heroes must have an ability for stealing a skill, that the locals don't, but judging from the end of this chapter, there's a side effect of ripping out parts of other people and grafting them onto yourself.
