This feels like a manga version of "Absolute Hypnosis in Another World" but done way worse—MC's power is restricted to a single town and said powers of mind control feel a bit downplayed compared to how dark it should be.

I guess mangaka wanted to keep this manga borderline [suggestive] instead of turning it completely 18+? If this was a comedy manga I think it would of worked out fine with MC doing silly shenanigan's with mind control powers and some ecchi on the side, not sure how well this kind of plot is gonna be received though.
