Realistically speaking, a real, modern, governmental organization would conduct the same tests, however, they would also take into account the mental health of the subject, not just because it's better to have the person calm, but also because it would provide more accurate measurements for most tests, as well as give them enough information regarding the person itself. In the end, most entertainment mediums, such as this one (manga), will ignore certain aspects of what would actually happen, in order to expand the range of options in terms of story, even if it comes at the cost of veracity (this happened most obviously in Terminator, as well as Minority Report, and even in titles that take the past into account, like most nobles in many manga being a bunch of douchebags).
