It'd be a huge help with this current unprecedented situation regarding the increased demand on the servers, because if people started using it, it'd help with both the server load and client image load times, while also maintaining quality where it matters.

Technically possible, but it would require a bit of work and would be a net performance loss. The site doesn't keep track of whether a page is colored or not. Doing this for colored pages only would be more performance intensive for no benefit. What's wrong with data saver for all pages?
